The Zodiac Twelve is an elite council of the most powerful Hunters selected by the Chairman. Each member is assigned an animal sign and is responsible for overseeing different aspects of the Association's operations. They serve as both advisors and enforcers of the Chairman's will.
The Zodiacs were originally hand-picked by Chairman Netero himself. After his death, the council took on greater responsibility in selecting new leadership and shaping the future of the Hunter organization.
